Synopsis

A diminutive man known as The Baby Badguy, accompanied by his two henchmen, disguised themselves as abandoned infants to infiltrate the newly opened Empire City Orphanage, intending to seize control and establish a hideout. They took hostage both the orphanage caretaker and Whitney Morgan, who had arrived to conduct an interview. Now, the C.O.P.S. team must rescue the captives and bring those three mischievous "babies" to justice.
