Synopsis

Konohamaru and his companions relayed their discovery: Kara was receiving aid from individuals known as Outers, and it seemed likely these Outers had secretly embedded themselves within the Five Great Nations. Though burdened by the responsibility of protecting the village as Hokage, Naruto found himself paralyzed by indecision regarding how to proceed.
