Synopsis

A figure shrouded in mystery, known only as the Phantom Lifeguard, began performing rescues, vanishing into the sea before anyone could identify them. Mitch suspected the Phantom Lifeguard was an outsider, yet Cody and J.D. believed the unseen hero was somehow gaining information from within the department itself.
