Synopsis

Having failed to vanquish Batman and Robin, the Minstrel put "Plan High C" into motion. He began to shake the Gotham City Exchange building, declaring he would send it crashing if his terms weren’t met within the hour. Believing a power outage might foil the villain's scheme, Batman attempted just that; however, when this proved unsuccessful, the Dynamic Duo were left with the urgent task of locating the Minstrel before time ran out.
