Synopsis

Having narrowly avoided the Penguin’s deadly snare, Batman still confronts a difficult path in his bid to defeat him in Gotham City’s mayoral race. The Penguin employs every conceivable underhanded tactic to tarnish Batman's standing. Yet, he finds that public opinion polls are not always reliable indicators of sentiment. Nevertheless, Batman and Robin must bring the villain to justice before his scheme can be permanently thwarted.
