Synopsis

The rapid spread of the Bugster infection had forced the authorities to acknowledge the disease's presence to the public. Following Kiriya’s demise, Kuroto began systematically targeting the remaining Kamen Riders, seeking their Gashats. Amidst this escalating crisis, Parad approached Emu, offering him a blank double Gashat—a device promising access to a previously unattainable level of power.
