Synopsis

The Count has devised a new plan to ensnare the citizens of Starling City, intending to cultivate a dependence on a novel substance before offering Vertigo as its cure. Among those afflicted are Diggle and A.J. Donner, the latter collapsing mid-argument while presenting his case against Moira.
