Synopsis

Santos orchestrates a maneuver to bring a stalled stem-cell bill before the House for a vote. President Bartlet finds himself in an awkward reunion with a rival economist, a fellow recipient of the Nobel Prize. A group of young people, underage but determined, attempts to persuade Toby that they are entitled to the franchise. Meanwhile, Kate endeavors to defuse a trivial border dispute with Canada before it escalates into violence.
