Synopsis

A delegation comprising Donna Moss, Percy Fitzwallace, Andrea Wyatt, and several members of Congress is traveling through the Middle East on a fact-finding mission when their vehicles are targeted by explosions. President Bartlet weighs potential military responses, considering possible targets for retaliation. Interspersed with the present-day narrative are memories of Donna's burgeoning attraction to Colin Ayres, a British photojournalist.
