Synopsis

President Bartlet and his senior staff traveled to California for a significant fundraising event. Meanwhile, Hoynes faced a difficult choice: whether to align himself with the President's position on the stalled ethanol tax bill, or to adhere to his own deeply held beliefs amidst a Senate gridlock.
