Synopsis

In Penguin Village, Goku encounters Arale, a girl shrouded in mystery with the extraordinary ability to move at incredible speeds and even pilot the Kinto'un. The village police, led by Taro, find themselves utterly outmatched when attempting to apprehend Blue, a member of the Red Ribbon Army – their efforts proving entirely futile. Adding to Goku’s troubles, the Dragon Radar is malfunctioning, rendering the location of the Dragon Balls impossible to determine. Desperate, he accepts Arale's coun
