Hoogvliet, a satellite town just outside Rotterdam, doesn't immediately present itself as remarkable; it’s one of countless such places in the Netherlands. Constructed in the 1960s as a dormitory for Shell workers and port employees, Hoogvliet long embodied quintessential Dutch values of tranquility, cleanliness, and order. Three decades later, however, it was considered a place to escape, a kind of undesirable district.
