It's surprisingly good to see Steven Seagal invested in this action-thriller. The action sequences, guided by Andrew Davis, were excellent and the film maintained a strong rhythm throughout. Tommy Lee Jones’ performance was quite eccentric—it brought Two-Face to mind, actually—and Gary Busey delivered an unhinged portrayal, though somewhat less extreme than his role in *Lethal Weapon*. Considering the production cost of just $30 million (equivalent to around $70 million when adjusted for inflation), the quality is even more remarkable. **3.75/5**
