The USS Missouri’s second-in-command, portrayed by Gary Busey, is clearly out for himself and plots with Tommy Lee Jones' character, "Strannix," to hijack the battleship and demand money from the United States. Things get complicated when a woman ("Jordan," played by Erika Eleniak) emerges from the birthday cake intended for the captain, and the ship’s cook—a former SEAL—reveals himself, particularly when he starts using knives and a large-scale fight breaks out. The plot is quite unbelievable, but considering Steven Seagal's performance as the attitude-filled chef, it manages to be an acceptable action film with ample fighting, some amusing kitchen scenes, and explosions that make up for the poor writing and acting—especially Busey’s—which is only occasionally salvaged by Jones’ energetic portrayal. There isn't much suspense; you know how things will end—but I still find it a sporadically entertaining diversion filled with displays of masculinity that serves its purpose adequately.
