It’s a perfectly acceptable action movie, though it fails as a buddy cop film. This is because Clint Eastwood and Charlie Sheen don’t have good chemistry together. When I consider memorable partnerships of that kind—like the teams in *Lethal Weapon* or *Rush Hour*—I think about the playful back-and-forth between them and how they seem to instinctively watch out for each other. In this film, it just felt like Eastwood and Sheen weren’t really linked up, even though they're supposed to be police partners. The action sequences do help lift the movie above being completely forgettable; all of the set pieces are well-done—there's one scene, in particular, that Michael Bay would probably appreciate. The supporting actors aren’t bad either; I spotted Xander Berkeley and Tony Plana, among a few others. Even with those small good points, they don’t outweigh the initial problems with *The Rookie*. These kinds of movies need to make you enjoy seeing the two main characters together, but that didn't happen here—they form an unremarkable team, at best.
