The possibility existed for this film to reveal shocking details about international schemes and questionable financial dealings exposed by the Mossack-Fonseca disclosures. However, it ended up being a rather unremarkable investigative piece that seemed more concerned with showcasing its three leading actors than presenting anything of real importance. The scenes featuring Gary Oldman and Antonio Banderas have some clever exchanges and are well-directed, but they stand out in stark contrast to the dullness surrounding them, highlighting why someone needs to guide a flock.
