During the 1970s, Hong Kong faced widespread corruption among government officials, prompting authorities to create a special anti-corruption unit with the goal of holding them accountable. With the help of a key investigator—Andy Lau—they managed to achieve some success. Years later, as discussions began concerning the handover of the colony from British to Chinese rule, the Stock Market crashed, and he was called back to examine the situation involving a wealthy businessman—Tony Leung—who headed a vast corporate empire while his investors suffered significant losses. As the investigation deepened, it uncovered a complex system of subsidiaries, bribery, and shell corporations that mirrored a classic Ponzi scheme. It became apparent that the corrupt practices he thought had been eradicated years before had simply transformed themselves, extending their reach into the highest levels of society. The film draws inspiration from actual events, so like those events, there are moments of intensity alongside slower periods in the narrative. This is where the movie falters somewhat. When it’s working well, the storytelling feels focused and features a compelling interplay between the police officer and his target. However, for much of its length, the film wanders aimlessly, lacking sufficient detail to illustrate how charm and charisma convinced nearly everyone involved. It's an acceptable performance from Lau and Leung, but the two-hour runtime feels excessive due to the neglect of many fascinating elements about a business that once operated globally under the direction of a dishonest and unethical individual.
