A detective working in Los Angeles finds himself partnering with a charming psychic to track down a serial killer who had already been put to death, but seems to keep reappearing to commit further murders. “The First Power” (1990) is an action-packed crime story that incorporates elements of supernatural horror. It borrows from the structure of “The Night Stalker” (1972), excluding any vampire themes, and draws inspiration from the actual Richard Ramirez case, as well as "Spellbinder" (1988) and “The Hidden” (1987). It’s just as enjoyable—and even funnier—than those three films, though it suffers from a lack of originality. For example, when the main character enters a confessional booth, you can anticipate what will occur without any difficulty. There are also some improbable events, such as an acid vat conveniently located in a sewer that unexpectedly erupts. Of course! The ending, however, felt disappointing. Despite this, Lou Diamond Phillips is effective as the determined detective, and Tracy Griffith—who previously appeared in “Sleepaway Camp III: Teenage Wasteland” (1989)—is a standout. The movie has a running time of 1 hour, 38 minutes, and was filmed in Los Angeles. GRADE: B-
