“If she wants to play lumberjack, she’s going to have to get used to handling her end of the log!” That's roughly as sharp as the jokes are in this fairly lifeless installment featuring “Callaghan” (Clint Eastwood). He’s partnered with a new recruit, "Moore" (Tyne Daly), and they’re tasked with finding some violent mercenaries who were involved in a revolutionary uprising. These individuals broke into an arms depot, abducted the mayor, and demanded a ransom. It's not necessarily a tragedy for the city, but things are complicated because Captain “McKay” (Bradford Dillman) has already taken the one person capable of resolving the situation out of action – due to his disobedience. Naturally, with the city facing a $5 million ransom demand, the inspector and his partner decide to take charge, utilizing his Magnum revolver, a place for confession, and even a ship’s water cannon. The whole thing is entirely foreseeable, and honestly, Eastwood seems less energetic as the movie goes on, aside from when he encounters a brothel selling inflatable dolls for $75 apiece while elderly people run a mail-order business that would make Larry Flynt envious. There are moments of action, but it feels more like a series of isolated scenes leading to an ending that could easily have spawned some video games. You generally know what to expect from this franchise, however this one is missing the spark – or maybe I’ve just become accustomed to his particular brand of law enforcement.
