This latest installment in Clint Eastwood’s "Callaghan" series is easily my least favorite. We're so familiar with this grumpy inspector by now, and his dislike of pretty much everything related to the establishment that we aren’t really shocked when his newest display of harsh policing results in widespread destruction, a significant financial burden for the city, and a bounty placed on his head. "Capt. Briggs" (Bradford Dillman) attempts to pull him out of danger at the same time that, rather conveniently, a serial killer begins preying on a small town. Now armed with an even more powerful Magnum, he starts looking into the reasons behind these violent deaths. As viewers, we know from the start who’s responsible and their motives, but what isn't anticipated is that when the officer uncovers the killer’s identity, he develops a reluctant admiration for them, which could threaten his otherwise unwavering commitment to maintaining order. Meanwhile, as the investigation progresses, "Callaghan" has to deal with the mob he previously put away—and who are trying every possible method to get even. Perhaps I've simply become accustomed to the sharp one-liners and violence that define these films, but this one also features a noticeably weaker plot, and the secondary characters don’t add much impact. It’s perfectly acceptable to watch, though it doesn’t come close to matching “Dirty Harry” from ten years prior.
