This installment is quite different from its predecessor, and not in a positive way. Peter Weller gives it his all as “Robocop,” but the situation has deteriorated further; Detroit is now even more chaotic with widespread drug use and impending bankruptcy, which will enable OCP to seize control under the well-meaning but overwhelmed "Mayor Kuzak" (Willard Pugh). To guarantee victory, the head of OCP, Dan O'Herlihy, creates a “Robocop 2,” incorporating the mind of Cain—a notorious criminal responsible for the drug trade—into its design. Will this new prototype be able to overcome and defeat his more advanced opponent and rescue the city? It’s possible Irvin Kershner intended to critique corporate avarice, excessive power, ineffective governance, or perhaps even humanity's foolishness when given authority, but regardless of his intentions, we are left with a peculiar blend of "Terminator" (1984) reminiscent of “Bugsy Malone” (1976), complete with action sequences that felt like they could have been sculpted more effectively from clay by Ray Harryhausen. The narrative feels scattered; Weller is largely absent for significant portions, and when the film finally begins to gain momentum, I honestly wasn't certain if it was intended as a parody! Even the high-frequency "Robocop" theme seemed to confirm this—it’s simply not very good.
