The film scores 69 out of 100. It centers on an FBI agent working undercover to get inside a group of criminals who steal while surfing. Fundamentally, it’s a movie emphasizing masculine energy, featuring plenty of surfing and skydiving sequences. To give it the feel of a crime thriller, they incorporated bank robberies, some fights, and a chase scene; the action itself is well-executed. Reeves and Swayze carry the picture with humor, a sense of partnership, and personal conflicts, while Busey and Petty offer strong supporting performances. Still, there’s not a great deal in terms of plot or depth. It's enjoyable enough, though I would have preferred more focus on the heist/crime aspects rather than so much emphasis on masculinity—that’s just my preference.
