It’s obvious Alec Baldwin was drained following his 1990 submarine incident, so Harrison Ford stepped in as "Jack Ryan," portraying a former CIA agent enjoying a family vacation in the UK. The opening credits barely finish before he finds himself caught up in an IRA plot to abduct "Lord Holmes" (James Fox), who is related to the Queen Mother. While trying to stop them, he kills one of the attackers, inadvertently targeting the brother of the remaining assailant, "Sean"—a straightforward connection that seems lifted from Mr. Bean’s playbook. Soon after, Ryan and his family are freed from police custody using boats near Tower Bridge, making them the focus of this vengeful terrorist group's attention. What follows is a rather bland thriller that progresses slowly without anything particularly memorable. There's an amusing contradiction in that the IRA member is portrayed by an English actor, but neither Richard Harris nor Samuel L. Jackson leave a significant mark on what’s essentially a politically uncomplicated revenge story designed to showcase a star who isn’t performing at his peak. The dangerous situations feel like one crisis after another, yet without any real sense of danger—culminating in a nautical finale that at least provided the special effects team with some work. It doesn't represent Tom Clancy's finest literary effort and is merely an acceptable adaptation for viewing.
