"On Halloween" centers on a clown who has to transfer his powers to another person so he can move on, but the movie’s premise is hard to grasp and not very well explained. The film's quality wasn't good; it felt like something hastily made that might have been hurt by limited funds. The performances weren’t great, and the plot itself didn't work out well or seem believable. At first, the clown's look—the makeup and costume—was kind of interesting, creating a disturbing atmosphere for the film. But as things went on and the clown passed his abilities to someone else who wore a mask, it stopped being frightening and became more funny than scary. It’s not an easy movie to sit through, and it doesn't stick with you afterward, so I don’t think people will want to watch it again.
