The film’s impact diminishes considerably when you notice things like the fact that Roddy Piper's character is called Elmo Freech—it doesn't quite have the same punch as names like Sam Hell or John Nada, does it?—or that his partner is Billy Blanks, whose surname perfectly describes his personality, which isn’t much to begin with. The movie itself doesn't stick with you very long because any attempt at a sensible story has been abandoned in favor of one fight scene after another. There’s a bar brawl and a pool hall altercation, for example, and when the protagonists aren’t battling villains, they’re fighting each other. Furthermore, an unusual number of people meet their end by falling during these fights; they tumble from ledges, over railings, and through windows. You know how Scott Pilgrim once said he kicked a guy so hard he saw the curvature of the Earth? Something similar happens here; Elmo punches one guy so forcefully that not only does he land quite far away, but he keeps going, rolling across the ground. Through events I won't bother to describe, Elmo takes in Billy Blanks, who has amnesia, and he picks a new name by tossing a knife at a map; it lands on Portland, so he becomes John Portland. John Portland. Why not Cleveland Brown? It wasn’t available yet. Elmo and John then go around town delivering beatdowns and taking names—well, not really taking names, but you understand what I mean. The random fighting is occasionally broken up when the film shows a group of CIA agents (one of whom is played by Jackie Chiles), who aren’t shy about revealing their identities or drawing attention to themselves; they even drive around with a siren on and generally act in ways that are unusual for an agency known for secrecy. Still, they do enjoy meeting in rooms so dark you can barely see; I guess it's just to save money on sets. Tough and Deadly is ideal for those who can’t have enough punching and kicking, which is plentiful here and doesn’t leave any space for a female character to develop a relationship with either of the heroes; they do have their own sort of friendship going, though. I also suspect that the filmmakers find violence itself exciting, so in that sense, this movie could be considered an unrestrained celebration.
