This is a fairly standard B-movie noir starring James Cagney as a man from the "Bureau of Weights & Measures" who chooses to fight against extortion and corruption. The story unfolds with familiar elements: threats, attempts to set him up, all while he protests what he sees as a corrupt system overseen by an untrustworthy city councillor (Robert Gleckler).
