This movie sets a new bar for low-budget filmmaking—and not in a good way. It seems like they took old footage from a single film and edited it into something unrecognizable, giving the impression of several different police movies stitched together. The title itself is misleading; it ought to be CIA vs Ninja, given how they awkwardly try to force CIA agents into the narrative to link a cheap-looking cop movie with the ninja action. It’s not even an IFD or Filmark production, so the ninjas lack any distinctive style, and the English dubbing is truly awful. Still, there's some unintentional humor in hearing how much of the dialogue seems improvised by what appears to be just two voice actors. The whole thing is a jumbled disaster, and I feel ripped off because Chiang Tao—someone I really enjoy watching—appears as a villainous gang leader roughly halfway through, only to vanish without explanation. My guess is he was originally part of an opening action scene, which would have been acceptable on its own, but in Ninja vs. Ninja, we’re left wondering what became of his character. It's just disappointing.
