Seeing this film from across the Atlantic is illuminating; while Britain sent things like a two-house government, the Magna Carta, and Charlie Chaplin to America, I hadn’t realized that impoverished housing was also part of the export package! It's a harsh portrayal of a young boy's existence in Philadelphia, a city that has certainly experienced better times. The film highlights recognizable landmarks of this former American capital, then sharply contrasts those with scenes of extreme poverty that seem like they belong in war-damaged cities such as London, Manchester, or Glasgow—at least those places had the Nazis to blame! How these small dwellings came into existence is a question deserving consideration, but the idea that families were meant to live in them seems almost impossible to grasp. The cinematography creates an unsettling feeling, prompting one to cautiously observe their surroundings as we follow the boy through these dismal conditions. This quarter-hour segment should be required viewing for anyone involved in large-scale economic or housing projects—a clear demonstration of what not to do.
