Several years after his memorable threat, “Callaghan” (Clint Eastwood) continues to enforce order in San Francisco with his characteristic and forceful methods. He achieves positive outcomes, though often creating difficulties for “Lt. Briggs” (Hal Holbrook), who must deal with the aftermath and cover the costs. His current investigation presents a peculiar situation: individuals generally considered deserving of misfortune are being found murdered—criminals, procurers, drug sellers, prostitutes—people whose disappearance would typically be welcomed. “Callaghan” is assigned a new partner (Felton Perry) and quickly notices that these crimes occur without witnesses, but with a conveniently positioned patrol officer nearby. I believe it takes considerable naivete to miss the connections and identify those involved; therefore, this isn't particularly challenging viewing. However, it does successfully reinstate a sense of danger to the city’s streets through precise gun battles, chases, destruction of property, and some sharply worded remarks from an inspector who is becoming increasingly invested in his work. Perry performs admirably as his counterpart, and a dependable group of familiar actors appear throughout, filling out the shadowy side of a city undergoing a significant loss of life. The direction maintains a brisk pace, complemented by Lalo Schifrin’s score that keeps up the energy; Eastwood feels completely comfortable portraying a character who ranks among the finest in this type of film. It doesn't quite reach the heights of the initial installment, but it comes close.
