The filmmakers devised an interesting concept: having Harry face off against vigilantes who share his beliefs in taking down criminals, but carry those ideas to a more extreme level. A series of killings unfolds, guiding Harry along a path that viewers could likely anticipate. Ted Post isn't on the same level as Don Siegel, and while the action and overall feeling of masculinity—characteristics that defined the "Dirty Harry" films—are present and thrilling, there are moments when the film loses focus. Attempts to add depth to Harry’s character are appreciated, but outside of a dynamic performance by Holbrook, the director struggles to draw much from the rest of the actors, which is unfortunate given the amount of rising talent and established performers involved. Despite some noticeable and smaller issues, it's an energetic and enjoyable sequel—arguably the strongest of them—that isn’t afraid to challenge conventions and provoke those who criticized the first film. The conclusion does feel underwhelming, but the overall experience is substantial and masculine. 7.5/10
