Frank Sinatra portrays “Tony Rome,” a man going about his day when he stumbles upon a dead woman—wearing concrete boots. The film then follows his investigation into how she ended up in the water. It’s an unfortunate sequel to "Tony Rome" from the previous year. His character feels underdeveloped, and there's not much spark between him and Raquel Welch, who doesn't seem to be at her best either. The detective work is almost beside the point here, and while the plot—such as it is—moves along acceptably, it’s ultimately too flimsy, even artificial, to hold attention once his persona as a cynical wise guy has been set up. There's an entertaining moment where he watches television with Dan Blocker accompanied by the "Bonanza" theme song, but otherwise, this feels like just an okay project for two performers who seemed to me to be longing to be doing something else.
