The movie struggles with its identity, shifting so jarringly between different styles that it’s hard to pinpoint what kind of story it’s trying to tell. It seems to aim for romance and laughs, but then veers into a police procedural before escalating into something violent, as if the filmmakers weren't sure how seriously they should take things—even going so far as to acknowledge the audience directly. While this willingness to experiment could have been positive, it ultimately feels like a jumbled product of the early nineties. Like some combinations of elements just don’t work well together, this film offers no opportunity for viewers to settle in and enjoy themselves. Jack Nicholson, appearing as Slater, is an enjoyable element, assuming you're already a fan. Ultimately, Kuffs provides some amusement, despite the fact that the movie itself seems uncertain about what it is.
