A statue in Edinburgh stands as recognition of the faithfulness and persistence of this small Skye terrier, who disregarded the city’s regulations prohibiting dogs from cemeteries. The shepherd, "Old Jock" (Alex Mackenzie), has died, and it is on his grave that "Bobby" spends each night, also helping to control the rat population. He soon makes friends with "Traill" (Laurence Naismith), who ran a local tea-room and had known Bobby’s former owner, though gaining the approval of the cemetery caretaker proves more difficult. “Brown” (Donald Crisp) is quite rigid about his own regulations, but when the police (Duncan Macrae) become involved in determining ownership of the dog, it leads to a court hearing presided over by the Lord Provost (Andrew Cruickshank). He must then decide Bobby’s future amidst two elderly men whose initial refusal to claim ownership has completely changed. The story does take some time to build momentum; there are several extended sequences of the dog simply roaming around, but once it finds its footing, this is a pleasantly musical and visually appealing narrative featuring a dependable group of recognizable actors alongside Crisp, Naismith, and the young Jameson Clark, whose character "Tammy" resembled Dickens' “Tiny Tim,” though with less intensity. It’s an uncomplicated tale for families centered on loyalty, dedication, and grumpiness that has stood the test of time.
