This is a routine police story that loses its momentum very quickly. The dramatic elements feel underdeveloped, lacking the necessary groundwork and tension. The antagonists come across as little more than extras in the film. The action sequences have the low-budget quality of something made directly for home video. There's really not a lot to recommend it.
