It's an acceptable crime story, featuring some pleasant shots from above, though it’s hampered by noticeably cheap-looking visual effects from the nineties. This isn't a particularly memorable showcase for Snipes, and it doesn't measure up to *Passenger 57*, which came out in 1992. Despite that, I found it enjoyable, largely thanks to Gary Busey’s reliably eccentric villainous performances characteristic of the eighties and nineties. **3.0/5**
