This film really felt like a letdown. Police Officer Alex Kearney is a dedicated officer who follows the rules closely and enjoys his assignment in a quiet area of Philadelphia. However, his insistence on upholding those rules gets him into difficulty with his superiors when he attempts to arrest a prominent businessman with ties to the police force. After his account isn't accepted, he’s given the option of suspension or a transfer to downtown. He selects the transfer and quickly realizes just how dangerous and crime-ridden that area truly is. To make matters worse, his new partner, who has a very direct style, seems to dislike him intensely! While it might seem like *Downtown* is simply trying to capitalize on the success of buddy cop movies like *Lethal Weapon* and *Beverly Hills Cop*, it’s also focused on the “fish out of water” aspect as much as it is about two very different cops learning to work together. These elements combine to create an enjoyable action film that's worth watching for those looking for something easygoing. The ending does stumble a bit because of a predictable and overly sentimental storyline, and some smaller issues prevent it from being truly exceptional. The villain, portrayed by David Clennon, feels underdeveloped and lacks the necessary presence for a more significant impact. Still, there are several genuinely humorous moments between Edwards and Whitaker, and the action sequences are handled well, so *Downtown* succeeds in many of the genre's key areas. Joe Pantoliano provides amusing support as an oddball hitman, and Penelope Ann Miller plays Kearney’s worried girlfriend, Lori Mitchell. I’d give it a 6.5 out of 10.
