The film boasts a strong group of actors, yet the overall effect isn’t particularly satisfying. Sylvester Stallone portrays Sheriff “Freddy,” responsible for maintaining order in Garrison, a New York town primarily inhabited by law enforcement personnel. News reports and recurring visits to the cemetery quickly reveal that being an officer has become increasingly dangerous. The question arises: who is responsible for this threat? Harvey Keitel plays Sergeant "Ray," someone many credit with allowing officers to leave New York City and establish homes for their families in what seems like a secure location, but his motives are questionable. Following the death of one officer, “Tilden” (Robert De Niro) initiates an internal inquiry, which is abruptly halted by the Mayor, forcing “Freddy” to seek out the truth himself. The film suffers from having too many characters and excessive dialogue, with a relative lack of action sequences. It exposes police corruption, but most of the individuals depicted seem willing to do anything for financial gain. De Niro’s appearances are infrequent, and I struggled to accept Ray Liotta's portrayal of "Gary" after only about ten minutes. If this is meant to represent camaraderie, it’s something I’d rather avoid.
