James Cagney portrays "Bert," a charming bellhop in a small town’s finest hotel, prior to the enforcement of film industry regulations. He becomes interested in “Anne,” an aspiring chambermaid played by Joan Blondell. Following some playful flirtation and physical comedy involving slaps, they team up for a scheme that earns them each $2,500—sufficient funds to relocate to a more desirable location with improved lodging and opportunities. However, their association with the dishonest "Barker" (Louis Calhern) leads them into a situation requiring retribution. “Bert” struggles with commitment, prompting “Anne” to develop feelings for the agreeable “Joe” (Ray Milland). When Joe misappropriates his employer's money for a questionable venture, it becomes "Bert’s" responsibility to rectify the situation—though things don't unfold as expected.
