The credit listing “produced in association with Michael Douglas” before the director’s name (Ridley Scott) provides a strong indication of what to expect from this crime thriller. It's essentially a vehicle for and about Michael Douglas, and unfortunately, it doesn't quite succeed. He plays "Conklin," a New York police officer who isn’t exactly on the level. Along with his partner "Charlie" (Andy Garcia), he observes a Yakuza killing in a restaurant. After arresting the suspect, they are assigned to return him to Japan, but things go wrong when the plane lands. Now intent on finding the escaped prisoner, he displays an overbearing attitude toward the local police that should have resulted in his demise at the hands of a Samurai sword. Predictably, though, he’s positioned as the hero—so the narrative shifts character portrayals, gradually presenting him as the capable and perceptive officer that the inept Tokyo police force desperately needed. Fortunately, Garcia is allowed to exit relatively early, leaving behind a rather underwhelming supporting cast. We also get a few scenes featuring Kate Capshaw ("Joyce") that feel entirely superfluous before reaching an ending that diminishes this notorious criminal organization to something akin to a fraternity from California. It seems someone felt it was fashionable to create a dark and gloomy atmosphere; the lighting is subdued for much of the film, and any action sequences primarily exist to reinforce the star’s tough-guy persona without adding substance to what is ultimately a fairly ordinary story. Even Hans Zimmer's score feels uninspired, reminiscent of an "Miami Vice" episode. Overall, it's simply substandard, unoriginal, and destined to be quickly forgotten.
