This film represents a noticeable decline in quality when compared to its predecessor. Michael Dudikoff and Steve James reprise their roles as Army Ranger friends who are dispatched to an island following the disappearance of some Marines. The circumstances surrounding these disappearances involve accounts of individuals dressed entirely in black, including hoods and swords, abducting the missing personnel. The film progresses rapidly from one action sequence to the next, maintaining a consistently brisk pace. A particularly memorable moment involves Steve James engaging in a substantial knife fight that feels quite grand. Generally speaking, the supporting combat encounters are executed more effectively than those featured in the initial installment. However, the narrative itself is largely absent (the concept of super soldiers doesn’t really land), the performances lean heavily toward melodrama, and the final confrontation proves disappointing when contrasted with a previous scene—a vehicle-based pursuit that mirrors the opening sequence from the first film, involving someone being pulled behind a car.
