Following a suspension of his pilot’s license due to a reckless incident, Billy (Robert Downey Jr.) takes a job with "Air America" in war-ravaged Laos. This CIA-funded organization employs a varied group of pilots tasked with delivering supplies to local communities. It's during this time that he encounters Gene (Mel Gibson) and discovers the unsettling truth: his employers are involved in narcotics trafficking on a significant scale, and another team member is engaged in illegal arms dealing. The story progresses at a brisk pace, but it possesses an aesthetic reminiscent of a comic book. The script isn’t strong, familiar ideas are reiterated too frequently, and there's a lack of connection between the performers as their escapades unfold with a bland, commercial soundtrack. It seems Mel Gibson is enjoying himself, and it’s amusing to watch Burt Kwouk showcase his limited range—he appears consistently bewildered. The film would have benefited from the presence of Charlie Sheen.
