Walker’s no longer with the police force, and as those familiar with the initial installment are aware, there's a reason for that. Subsequently, he finds himself employed by the DEA or immigration services, bringing in an old acquaintance to help erase his past – and essentially, that’s the extent of the narrative. Very little arises from this setup. There’s a woman he’s attracted to who seems to be playing both sides, and he rescues her through a rather improbable action: driving a vehicle into a boat. It's roughly on par with that level of logic, but thankfully Deadly Little Miho appears; she was absolutely necessary for the continuation of this series, as she would have provided some much-needed entertainment.
